Justin Fulcher and the Work of Making Complex Systems Function
Some of the most demanding technology work happens where rules are strict and mistakes carry real costs. Justin Fulcher has built his career in exactly those places. He founded a healthcare technology company in Asia, then later advised the U.S. Department of Defense on how to modernize the way it buys and adopts technology. A recent profile in Price of Business traces how those two chapters connect.
A Telemedicine Start at 21
Fulcher co-founded RingMD in 2013, when he was 21 years old. The platform let patients consult physicians remotely across Asia and eventually operated in several countries. Its design responded to a practical gap: mobile phones had spread faster than clinics, hospitals, and reliable networks. RingMD had to work even when bandwidth dropped and local healthcare systems were thin or missing.
Speaking with Charleston Digital Corridor in 2020, Justin Fulcher explained the motivation plainly. “Healthcare is one of those things that affects everybody,” he said. Forbes Asia named him to its 30 Under 30 list in the Healthcare & Science category in 2017. He has since stepped away from daily management, though he remains a board member and minority shareholder with no operational role.
Bringing Execution to Defense Procurement
Early in 2025, Fulcher became a Senior Advisor to the Secretary of Defense. His portfolio centered on acquisition reform and technology adoption, with particular attention to the bureaucratic friction that slows procurement. The profile credits him with contributing to efforts that cut software procurement timelines “from years to months” and with reforms that modernized key IT systems. He also joined senior officials at high-level dialogues in the Indo-Pacific.
Today Justin Fulcher concentrates on defense technology innovation and supply chain resilience, including access to rare-earth elements. He holds a 2023 master’s degree in Nonproliferation and Terrorism Studies from the Middlebury Institute of International Studies and is pursuing a Doctorate in International Affairs at Johns Hopkins University’s School of Advanced International Studies. His summary of his own approach is brief: “Execution over narrative. Accountability over optics. Durability over speed.” Refer to this article for more information.
